Iraqi Parliament passed the Iraqi Provincial Election Law of councils for governorates, districts and sub districts and the elections are anticipated to take place early 2009 (with the exception of Kirkuk and the three Kurdish dominated governorates of Arbil, Sulaimaniya and Dohuk).
However, the big coalitions of the Kurds and Arabs (Shi'aa and Sunni) in Iraqi Parliament voted as well to eliminate article 50 from the the Iraqi Provincial Election Law. This article guaranteed our people quotas (13 seats: 3 in Baghdad, 3 in Nineveh, 2 in Kirkuk, 2 in Arbil, 2 in Dohuk, and 1 in Basra) that was approved on July 22, 2008. The Iraqi Provincial Election Law of councils for governorates, districts and sub districts passed on July 22, however, the Kurdish coalition did not vote on it. Later, the Iraqi President Council (Including the Kurdish President Jalal Talabani) did not approve it; therefore, the law was referred back to parliament. The Kurdish coalition played a negative role in this new episode as usual.
Members of parliament Younadam Kanna and Abd al-Ahad Afram Sawa protested against the action. Meanwhile, U.N. rep. in Iraq Di Mistura met with Head of Parliament and criticized the law.
