Either Baghdad or the NPU intervenes. By law, Nineveh Plains is to become a province/region.

The KDP isn't really trying to take over the Nineveh Plains, they're trying to spread/snake their influence into the province.

NPU will be absorbed into Iraqi Federal Police once the war finishes and everything clears up. I have yet to see the NP province bill but assuming it has been passed, it may never come into action, it is up to us to make sure it is enforced.
