I know that bribery is possible, especially over there. So what difference would it make if the wealthy Assyrians made their bribes in Iraq or abroad? If money is all that mattered to them.

Well, there is more behind creating an Autonomous state then just support from other parties within the council of representatives...

First and foremost, and Assyrian autonomous state can be established in two ways, either peacefully though diplomatic re-distributions of the governorate, or though military take over.
Obviously the first choice is more appeasing in that the State of Assyria would have to promote the growth of the nation before it can partake in wars and such, in order to grow the Assyrian population.

Iraq being one of the most politically unstable Country in the world, it is extremely unlikely for an Assyrian self-governing independent state to arise prior to the stabilizing of the government. However, it could be done if the Assyrian Governorate would be established as part of Iraq (as opposed to full Autonomy).
Iraq will need to either strengthen or dismay it's government in a Post ISIS Iraq. If the Assyrian representatives push through and gain control of the proposed region, The Governorate stretching from Khabour to Baghdeda, would have to establish a self identity and become a predominant and successful region in the Iraqi government. In a country where ethnic identity and religion dominates human success, the only path to independence is a strong self governing body that can sustain itself is practically the only choice for a possible autonomy.

Fighting for international support is also an option, but it seems that the effort in relying on the western world for help is slowly dying (if not, dead already).

The chance we (Assyrians and Assyrian supporters alike) have to see an Autonomous Assyrian State in our time is little to nothing, but we have a great chance of seeing an Assyrian Governorate forming, which is one step closer to the claiming of independence. :-)

I really don't think that we will ever have an autonomous state when so many Assyrians are moving out the homeland in rapid swiftness.
